A bill for an act
relating to higher education; requiring variable tuition rates to encourage student
participation in certain programs; amending Minnesota Statutes 2012, section
136F.70, subdivision 1.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2012, section 136F.70, subdivision 1, is amended to read:
new text begin (a) new text end The board shall set rates of tuition for the various
instructional programs. The board may waive tuition for certain persons, courses, and
programs.

(b) The rates of tuition established by the board must be structured to encourage
enrollment in programs that produce graduates with technical and vocational skills for
which there is a high employer need within the state. If a reduction in the rate of tuition for
a program is projected to result in reduced overall funding for the program's operations,
the board shall offset the projected reduction in funding by appropriate reimbursement.
