A bill for an act
relating to youth employment; clarifying categorization of certain machining and
turning centers; requiring rulemaking.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin COMPUTER NUMERICAL CONTROL TURNING AND MACHINING
CENTERS CLARIFICATION.

new text begin (a) Computer numerical control turning centers and computer numerical control
machining centers are not "power-driven machinery" within the meaning of Minnesota
Rules, part 5200.0910, item I, and 16- and 17-year-old minors may lawfully operate or assist
in the operation of those machines.

new text begin (b) The commissioner of labor and industry must amend Minnesota Rules, part 5200.0910,
to reflect paragraph (a). The commissioner must use the good cause exemption under
Minnesota Statutes, section 14.388, subdivision 1, to adopt the new rule.
