  1.1                          A bill for an act
  1.2             relating to state government; requiring annual state 
  1.3             budgeting for fiscal years 1996 and 1997. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [FINDINGS.] 
  1.6      The legislature finds that major changes are likely in the 
  1.7   federal budget.  These changes may have significant impacts on 
  1.8   the state budget.  The impact of federal budget changes on the 
  1.9   state budget will be unknown until after the end of the 1995 
  1.10  legislative session.  Therefore, the legislature determines that 
  1.11  it is desirable that the 1995 legislature establish a state 
  1.12  budget for only one state fiscal year, and that the 1996 
  1.13  legislature establish the budget for the next fiscal year. 
  1.14     Sec. 2.  [ANNUAL BUDGETING.] 
  1.15     Notwithstanding any law to the contrary, in 1995 the 
  1.16  legislature shall enact an annual state budget for fiscal year 
  1.17  1996, and in 1996 the legislature shall enact an annual state 
  1.18  budget for fiscal year 1997. 
  1.19     Sec. 3.  [ADMINISTRATIVE ACTION.] 
  1.20     The commissioner of finance shall make any changes in the 
  1.21  state budgeting, allotment, and encumbrance systems needed to 
  1.22  comply with section 2. 
  1.23     Sec. 4.  [EFFECTIVE DATE.] 
  1.24     Sections 1 and 2 are effective the day following final 
  2.1   enactment.
