A bill for an act
relating to transportation; appropriating funds for accelerated highway
construction projects.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; ACCELERATED HIGHWAY CONSTRUCTION.

new text begin (a) $500,000,000 is appropriated from the general fund to the commissioner of
transportation for construction, reconstruction, and improvement of trunk highways,
including design-build contracts and consultant usage to support these activities, the
cost of actual payments to landowners for lands acquired for highway rights-of-way,
payments to lessees, interest subsidies, and relocation expenses. The commissioner of
transportation may use up to $85,000,000 of this appropriation for program delivery.
This is a onetime appropriation.

new text begin (b) The money appropriated under this section must be used for those projects
identified in the Minnesota Department of Transportation's 2007-2009 state transportation
improvement program, and must be allocated as follows:

new text begin (1) 50 percent to the department's metropolitan district; and

new text begin (2) 50 percent to greater Minnesota.
