  1.1                          A bill for an act 
  1.2             relating to traffic regulations; restricting authority 
  1.3             of commissioner of transportation to increase the 
  1.4             speed limit on a portion of marked trunk highway 55 in 
  1.5             Minneapolis. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [TRUNK HIGHWAY 55; SPEED LIMIT.] 
  1.8      Notwithstanding any law to the contrary, the commissioner 
  1.9   of transportation may not designate a speed limit on any segment 
  1.10  of marked trunk highway 55 in Minneapolis between its 
  1.11  intersection with marked interstate highway I-94 to its 
  1.12  intersection with marked trunk highway 62 that is higher than 
  1.13  the speed limit that was in effect on that segment on January 1, 
  1.14  2003, until: 
  1.15     (1) revenue service has been provided on the Hiawatha light 
  1.16  rail transit line in the trunk highway corridor continuously for 
  1.17  at least 180 days; and 
  1.18     (2) following that 180-day period, the commissioner has 
  1.19  conducted an engineering and traffic investigation on the 
  1.20  segment under Minnesota Statutes, section 169.14, subdivision 4. 
  1.21     [EFFECTIVE DATE.] This section is effective the day 
  1.22  following final enactment.
