A bill for an act
relating to capital investment; appropriating money
for the Joint Plant Pathology Center at the University
of Minnesota; authorizing the issuance of general
obligation bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; JOINT PLANT PATHOLOGY CENTER;
DEPARTMENT OF AGRICULTURE AND UNIVERSITY OF MINNESOTA.

new text begin $245,000 is appropriated from the bond proceeds fund to the
Board of Regents of the University of Minnesota for the Joint
Plant Pathology Center on the St. Paul campus of the University
of Minnesota. Of this amount, $85,000 is to complete the
equipping of the existing biological control containment
facility through the purchase and installation of a plant growth
chamber. The facility is operated jointly by the Minnesota
Department of Agriculture and the university. Of this amount,
$160,000 is to complete the predesign phase to add a plant
pathology wing to the existing biological control containment
facility headhouse. The expanded facility would share a common
headhouse and other operating infrastructure.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in section 1 from the
bond proceeds fund, the commissioner of finance shall sell and
issue bonds of the state in an amount up to $245,000 in the
manner, on the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
