A bill for an act
relating to capital improvements; authorizing the
issuance of state bonds; appropriating money for flood
hazard mitigation projects.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $6,200,000 is appropriated from the bond proceeds fund
to the commissioner of natural resources for flood hazard
mitigation grants under Minnesota Statutes, section 103F.161.

new text begin (b) Of the amount in paragraph (a), $4,200,000 is for the
Roseau River Wildlife Management Area, Palmville, Malung, Ross,
Warren, and the Grand Marais Creek Flood Reduction Project in
the Red Lake Watershed District.

new text begin (1) For grants for the Roseau River Wildlife Management
Area, Palmville, and Malung, the state share must be $3 for each
$1 of nonstate contribution.

new text begin (2) To the extent that the cost of the projects in
Montevideo, Breckenridge, East Grand Forks, Ada, Roseau, Oakport
Township, Granite Falls, Warren, and Dawson exceed two percent
of the median household income in the municipality multiplied by
the number of households in the municipality, this appropriation
is also for the local share of the project.

new text begin (c) Of the amount in paragraph (a), $2,000,000 is for
grants to local units of government in the area included in the
Presidential Disaster Declaration D.R. 1569.

Sec. 2. new text begin BOND SALE.
new text end

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue
bonds of the state in an amount up to $6,200,000 in the manner,
upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.

enactment.
