  1.1                          A bill for an act 
  1.2             relating to economic development; authorizing the 
  1.3             county of Koochiching to establish a port authority; 
  1.4             authorizing political subdivisions to apply for 
  1.5             foreign trade zone powers; proposing coding for new 
  1.6             law in Minnesota Statutes, chapter 469. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [469.0772] [KOOCHICHING COUNTY; PORT 
  1.9   AUTHORITY.] 
  1.10     The governing body of the county of Koochiching may 
  1.11  establish a port authority that has the same powers as a port 
  1.12  authority established under section 469.049.  If the county 
  1.13  establishes a port authority, the governing body of the county 
  1.14  shall exercise all powers granted to a city by sections 469.048 
  1.15  to 469.068 or other law.  Any city in Koochiching county may 
  1.16  participate in the activities of the county port authority under 
  1.17  terms jointly agreed to by the city and county. 
  1.18     Sec. 2.  [469.193] [FOREIGN TRADE ZONES.] 
  1.19     A city, county, town, or other political subdivision may 
  1.20  apply to the board defined in United States Code, title 19, 
  1.21  section 81a, for the right to use the powers provided in United 
  1.22  States Code, title 19, sections 81a to 81u.  If the right is 
  1.23  granted, the city, county, town, or other political subdivision 
  1.24  may use the powers within or outside of a port district.  Any 
  1.25  city, county, town, or other political subdivision may apply 
  1.26  jointly with any other under this section.  
  2.1      Sec. 3.  [EFFECTIVE DATE.] 
  2.2      Sections 1 and 2 are effective the day following final 
  2.3   enactment.
