  1.1                          A bill for an act 
  1.2             relating to higher education; funding academic 
  1.3             initiatives and investments at the University of 
  1.4             Minnesota; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      Subdivision 1.  [BOARD OF REGENTS OF THE UNIVERSITY OF 
  1.8   MINNESOTA.] The sums in this section are appropriated from the 
  1.9   general fund to the board of regents of the University of 
  1.10  Minnesota for fiscal years 2002 and 2003 for the purposes 
  1.11  specified in subdivisions 2 and 3.  The appropriations in this 
  1.12  section are in addition to any base appropriations for 
  1.13  instructional expenditures, noninstructional expenditures, and 
  1.14  special appropriations for agriculture and extension services, 
  1.15  health sciences, institute of technology, and university system 
  1.16  specials.  The fiscal year 2003 appropriations in this section 
  1.17  are added to the University of Minnesota base appropriations for 
  1.18  fiscal years 2004 and 2005. 
  1.19     Subd. 2.  [RESEARCH, ACADEMIC AND OUTREACH 
  1.20  PROGRAMS.] $53,835,000 for fiscal year 2002 and $96,365,000 for 
  1.21  fiscal year 2003 are appropriated for initiatives to maintain 
  1.22  the scope and quality of university research, education and 
  1.23  outreach programs, to renew core programs, and to provide basic 
  1.24  technology and services.  These appropriations may be used to 
  1.25  adjust compensation for faculty and staff, to improve and 
  2.1   enhance undergraduate education, to stabilize funding for the 
  2.2   medical school, for the costs associated with university 
  2.3   facilities, and to make and support investments in libraries and 
  2.4   technology. 
  2.5      Subd. 3.  [STRATEGIC INVESTMENT IN COMPETITIVE EDUCATION.] 
  2.6   $24,100,000 for fiscal year 2002 and $47,400,000 for fiscal year 
  2.7   2003 are appropriated for initiatives that enhance the 
  2.8   university's ability to attract and retain quality faculty, to 
  2.9   address emerging issues, to contribute to the workforce needs of 
  2.10  the state, and to compete in rapidly developing technology-based 
  2.11  fields.  These appropriations may be used to improve the 
  2.12  competitive position of the university through investments in 
  2.13  faculty salaries, recruitment and retention efforts, investments 
  2.14  in key technological fields important to regional growth and 
  2.15  development, and for programmatic investments to support rural 
  2.16  initiatives.
