  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article I, by adding a section; authorizing the death 
  1.4             penalty for first degree murder. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED; DEATH 
  1.7   PENALTY AUTHORIZED.] 
  1.8      Subdivision 1.  [AMENDMENT.] The following amendment to the 
  1.9   Minnesota Constitution, adding a section to article I, is 
  1.10  proposed to the people.  If the amendment is adopted, the 
  1.11  section will read as follows: 
  1.12     Sec. 18.  The crime of murder in the first degree is 
  1.13  punishable by death.  The legislature shall provide by law for 
  1.14  the circumstances and procedures under which the death penalty 
  1.15  for first degree murder may be imposed. 
  1.16     Subd. 2.  [SUBMISSION TO VOTERS.] The proposed amendment 
  1.17  must be submitted to the people at the 1996 general election.  
  1.18  The question submitted shall be: 
  1.19     "Shall the Minnesota Constitution be amended to authorize 
  1.20  the imposition of the death penalty for persons convicted of 
  1.21  first degree murder? 
  1.22                                     Yes .......
  1.23                                     No ........"
