A bill for an act
relating to liquor; allowing Minneapolis and St. Paul to extend certain zoning,
licensing, or approvals for certain damaged liquor stores.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) The cities of Minneapolis and St. Paul may extend any interim zoning, liquor licensing,
or other approvals granted to any exclusive liquor store if the building housing a liquor store
at its current location was damaged beyond reasonable repair due to the unrest occurring
between May 25 and June 8, 2020, to permit the ongoing interim operation of a business
in a temporary structure prior to the relocation of the business to a permanent facility at the
original premises or elsewhere, notwithstanding limitations of law, local ordinances, or
charter provisions relating to zoning or liquor licensing.

new text begin (b) The cities of Minneapolis and St. Paul may grant, renew, or otherwise reissue any
existing off-sale intoxicating liquor license to an exclusive liquor store described in paragraph
(a) upon the relocation of a liquor store to a permanent facility, notwithstanding limitations
of law, local ordinances, or charter provisions relating to liquor licensing or contiguous
zoning requirements.

approval by the Minneapolis City Council and compliance with Minnesota Statutes, section
645.021.

Council and compliance with Minnesota Statutes, section 645.021.
