  1.1                          A bill for an act 
  1.2             relating to state government; specifying a method of 
  1.3             expenditure reporting by executive agencies; proposing 
  1.4             coding for new law in Minnesota Statutes, chapter 16A. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [16A.405] [EXPENDITURE REPORTING.] 
  1.7      Subdivision 1.  [PURPOSE.] To provide accountability for 
  1.8   expenditure of state funds, each executive agency should attempt 
  1.9   to report its expenditures to the public in as much detail as 
  1.10  practical, in a manner that is as accessible to the public as 
  1.11  practical. 
  1.12     Subd. 2.  [IMPLEMENTATION.] The commissioner of finance may 
  1.13  prescribe guidelines or requirements for executive agency 
  1.14  expenditure reporting.  To the extent practical and to the 
  1.15  extent consistent with the Minnesota Government Data Practices 
  1.16  Act in chapter 13, the commissioner's guidelines or requirements 
  1.17  should require that a record of each executive agency warrant or 
  1.18  electronic fund transfer be available to the public on the 
  1.19  Internet.  The record should show the amount of the warrant and 
  1.20  the person or entity to whom the warrant was issued.  The 
  1.21  commissioner's guidelines or requirements may provide for 
  1.22  reporting of aggregate information to the extent that 
  1.23  aggregating information does not compromise the goal of 
  1.24  providing accountability for expenditure of public funds.  For 
  1.25  example, the commissioner may provide for reporting an 
  2.1   employee's annual salary, rather than reporting each warrant or 
  2.2   electronic fund transfer issued to the employee. 
  2.3      Sec. 2.  [PILOT PROJECT.] 
  2.4      The commissioner of finance must implement a pilot project 
  2.5   for the biennium ending June 30, 2005.  Under this pilot 
  2.6   project, the commissioner must designate one or more executive 
  2.7   agencies that will fully comply with requirements prescribed by 
  2.8   the commissioner for expenditure reporting that complies with 
  2.9   the goals of section 1, subdivision 1.  The commissioner must 
  2.10  report to the legislature by January 15, 2006, on the results of 
  2.11  this pilot project. 
  2.12     Sec. 3.  [EFFECTIVE DATE.] 
  2.13     Sections 1 and 2 are effective July 1, 2003.
