  1.1                          A bill for an act 
  1.2             relating to health; appropriating money to fund organ, 
  1.3             eye, and tissue donation initiatives. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION; MINNESOTA DONOR DECISION 
  1.6   CAMPAIGN.] 
  1.7      $....... is appropriated from the general fund to the 
  1.8   commissioner of health for a grant to a Minnesota organ 
  1.9   procurement organization that is certified by the Health Care 
  1.10  Financing Administration or to an entity that is a charitable 
  1.11  entity under section 501(c)(3) of the Internal Revenue Code of 
  1.12  1986 and is created by an organ procurement organization that is 
  1.13  certified by the Health Care Financing Administration.  The 
  1.14  appropriation shall fund initiatives to encourage organ, eye, 
  1.15  and tissue donation.  Of this appropriation: 
  1.16     (1) $....... in fiscal year 2000 and $....... in fiscal 
  1.17  year 2001 shall be used to conduct research and public opinion 
  1.18  surveys to assess attitudes toward donation before the 
  1.19  initiatives are implemented and to assess the effectiveness of 
  1.20  the initiatives after implementation; and 
  1.21     (2) $....... in fiscal year 2000 and $....... in fiscal 
  1.22  year 2001 shall be used to develop and implement advertising and 
  1.23  public education campaigns to raise awareness about organ, 
  1.24  tissue, and eye donation issues and to encourage people to 
  2.1   become donors of organs, tissue, and eyes.
