A bill for an act
relating to capital improvements; appropriating money
for connections to the Lewis and Clark Rural Water
System; authorizing state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin $2,000,000 is appropriated from the bond proceeds fund to
the Public Facilities Authority for grants to the city of
Luverne, city of Worthington Public Utilities, Lincoln-Pipestone
rural water system, and Rock County rural water system to
acquire land, predesign, design, construct, furnish, and equip
one or more water transmission and storage facilities to
accommodate the connection with the Lewis and Clark Rural Water
System, Inc. that will serve southwestern Minnesota.

new text begin The grants shall be awarded to projects approved by the
Lewis and Clark Joint Powers Board.

new text begin This appropriation is available only to the extent matched
by at least $1 of local money paid to the Lewis and Clark Rural
Water System, Inc. for each $1 of state money to be used to
reimburse costs incurred on eligible projects.

new text begin This appropriation is the first phase of the state share
for the Lewis and Clark Rural Water System project as defined in
the federal Lewis and Clark Rural Water System Act of 2000.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue
bonds of the state in an amount up to $2,000,000 in the manner,
upon the terms, and with the effect prescribed in Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
