  1.1                          A bill for an act 
  1.2             relating to state lands; authorizing sale of certain 
  1.3             tax-forfeited lands that border public water or 
  1.4             natural wetlands in Cass county. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [SALE TO NEIGHBORS OF TAX-FORFEIT LAND NEXT TO 
  1.7   PUBLIC WATER OR WETLANDS; CASS COUNTY.] 
  1.8      Subdivision 1.  [SALE REQUIREMENTS.] (a) Notwithstanding 
  1.9   Minnesota Statutes, sections 92.45; 103F.535; and 282.018, 
  1.10  subdivision 1, Cass county may sell the tax-forfeited lands 
  1.11  bordering public water or natural wetlands that are described in 
  1.12  subdivision 2 under the remaining provisions of Minnesota 
  1.13  Statutes, chapter 282. 
  1.14     (b) The county has determined that the county's land 
  1.15  management interests would best be served if the lands were 
  1.16  returned to private ownership.  The purchasers of the lands 
  1.17  described in subdivision 2, paragraph (b), must agree to record 
  1.18  a conservation easement on that land in a form prescribed by the 
  1.19  department of natural resources. 
  1.20     (c) The conveyances must be in a form approved by the 
  1.21  attorney general. 
  1.22     Subd. 2.  [DESCRIPTIONS.] The lands that may be conveyed 
  1.23  are located in Cass county and, as set forth in paragraphs (a) 
  1.24  and (b), are designated by parcel number, and are described as 
  1.25  specified. 
  2.1      (a) The lands described in clauses (1) to (3) do not 
  2.2   require conservation easements:  
  2.3      (1) that part of Lot 13 Lying S. of the N. line of 139-26, 
  2.4   Sabin's Northburn Acres.  Crooked Lake Twp (PIN 12-371-0130); 
  2.5      (2) Govt. Lot 1, Sec. 7-137-29, Wilson Twp (PIN 
  2.6   50-007-2201); and 
  2.7      (3) Outlot C, 1st Addition to Village of East Gull Lake Sec 
  2.8   17-134-29 (PIN 87-369-0141). 
  2.9      (b) The lands described in clauses (1) to (3) do require 
  2.10  conservation easements:  
  2.11     (1) Lot 3 Wedgewoods.  Sec. 13-141-28, Kego Twnshp (PIN 
  2.12  19-379-0030); 
  2.13     (2) Lots 4 & 5, Block 12, Forbes Addn to Pine River.  Sec. 
  2.14  31-138-29 (PIN 94-349-1260); and 
  2.15     (3) Lot 6, Blk 2, Riverside, Sec. 6-137-29, Wilson Twp (PIN 
  2.16  50-358-0230). 
  2.17     Sec. 2.  [EFFECTIVE DATE.] 
  2.18     Section 1 is effective 30 days after its final enactment.
