  1.1                          A bill for an act 
  1.2             relating to health; modifying the membership of the 
  1.3             health care commission by adding another member to 
  1.4             represent consumers with physical disabilities; 
  1.5             amending Minnesota Statutes 1994, section 62J.05, 
  1.6             subdivision 2. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1994, section 62J.05, 
  1.9   subdivision 2, is amended to read: 
  1.10     Subd. 2.  [MEMBERSHIP.] (a)  [NUMBER.] The Minnesota health 
  1.11  care commission consists of 27 28 members, as specified in this 
  1.12  subdivision.  A member may designate a representative to act as 
  1.13  a member of the commission in the member's absence.  The 
  1.14  governor and legislature shall coordinate appointments under 
  1.15  this subdivision to ensure gender balance and ensure that 
  1.16  geographic areas of the state are represented in proportion to 
  1.17  their population. 
  1.18     (b)  [HEALTH PLAN COMPANIES.] The commission includes four 
  1.19  members representing health plan companies, including one member 
  1.20  appointed by the Minnesota Council of Health Maintenance 
  1.21  Organizations, one member appointed by the Insurance Federation 
  1.22  of Minnesota, one member appointed by Blue Cross and Blue Shield 
  1.23  of Minnesota, and one member appointed by the governor. 
  1.24     (c)  [HEALTH CARE PROVIDERS.] The commission includes six 
  1.25  members representing health care providers, including one member 
  1.26  appointed by the Minnesota Hospital Association, one member 
  2.1   appointed by the Minnesota Medical Association, one member 
  2.2   appointed by the Minnesota Nurses' Association, one rural 
  2.3   physician appointed by the governor, and two members appointed 
  2.4   by the governor to represent providers other than hospitals, 
  2.5   physicians, and nurses. 
  2.6      (d)  [EMPLOYERS.] The commission includes four members 
  2.7   representing employers, including (1) two members appointed by 
  2.8   the Minnesota Chamber of Commerce, including one self-insured 
  2.9   employer and one small employer; and (2) two members appointed 
  2.10  by the governor. 
  2.11     (e)  [CONSUMERS.] The commission includes seven eight 
  2.12  consumer members, including three members appointed by the 
  2.13  governor, one of whom must represent persons over age 65; one 
  2.14  member appointed by the consortium of citizens with disabilities 
  2.15  two members to represent consumers with physical disabilities or 
  2.16  chronic illness with one member appointed by the consortium of 
  2.17  citizens with disabilities and one member appointed by the 
  2.18  governor; one member appointed by the mental health association 
  2.19  of Minnesota, in consultation with the Minnesota chapter of the 
  2.20  society of Americans for recovery, to represent consumers with 
  2.21  mental illness or chemical dependency; one appointed under the 
  2.22  rules of the senate; and one appointed under the rules of the 
  2.23  house of representatives. 
  2.24     (f)  [EMPLOYEE UNIONS.] The commission includes three 
  2.25  representatives of labor unions, including two appointed by the 
  2.26  AFL-CIO Minnesota and one appointed by the governor to represent 
  2.27  other unions. 
  2.28     (g)  [STATE AGENCIES.] The commission includes the 
  2.29  commissioners of commerce, employee relations, and human 
  2.30  services. 
  2.31     (h)  [CHAIR.] The governor shall designate the chair of the 
  2.32  commission from among the governor's appointees.
