  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution; 
  1.3             adding a section to article I; establishing the right 
  1.4             of a citizen to keep and bear arms. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.7      Subdivision 1.  [AMENDMENT PROPOSED.] An amendment to the 
  1.8   Minnesota Constitution, adding a section to article I, is 
  1.9   proposed to the people of the state.  If the amendment is 
  1.10  adopted, the section will read: 
  1.11     Sec. 18.  The right of a citizen to keep and bear arms for 
  1.12  the defense and security of the person, family, home, or other 
  1.13  property or for lawful hunting, recreation, or marksmanship 
  1.14  training is inalienable and shall not be abridged. 
  1.15     Subd. 2.  [SUBMISSION TO VOTERS.] The amendment shall be 
  1.16  submitted at the 1996 general election.  The following question 
  1.17  shall be proposed: 
  1.18     "Shall the Minnesota Constitution be amended to provide 
  1.19  that the right of a citizen to keep and bear arms for the 
  1.20  defense and security of the person, family, home, or other 
  1.21  property or for lawful hunting, recreation, or marksmanship 
  1.22  training is inalienable and shall not be abridged? 
  1.23                                Yes .......
  1.24                                No ........"
