  1.1                          A bill for an act 
  1.2             relating to local government; prohibiting local 
  1.3             governments from hiring lobbyists; proposing coding 
  1.4             for new law in Minnesota Statutes, chapter 465. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [465.90] [LOCAL GOVERNMENT EXPENDITURES FOR 
  1.7   LOBBYING PROHIBITED.] 
  1.8      Subdivision 1.  [DEFINITIONS.] For the purposes of this 
  1.9   section: 
  1.10     (a) "Lobbyist" has the meaning given it in section 10A.01, 
  1.11  subdivision 21; and 
  1.12     (b) "Local government" means a statutory or home rule 
  1.13  charter city; a county, town, school district, or metropolitan 
  1.14  agency; the metropolitan council; a special purpose district; or 
  1.15  any other public subdivision of the state. 
  1.16     Subd. 2.  [PROHIBITION.] No local government may spend 
  1.17  money to pay for a lobbyist. 
  1.18     Subd. 3.  [ASSOCIATION DUES ALLOWED.] Notwithstanding 
  1.19  subdivision 2, a local government may spend money to pay dues to 
  1.20  an association representing local governments if no more than 
  1.21  ....... percent of any member's dues are used for lobbying 
  1.22  activities, as reported to the state auditor under section 6.76.
