A bill for an act
relating to capital investment; appropriating money for an All-Veterans Memorial
in the city of Edina; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $225,000 is appropriated from the bond proceeds
fund to the commissioner of veterans affairs for a grant to the city of Edina to design and
construct the All-Veterans Memorial, in Utley park in Edina, in consultation with the
commissioner of veterans affairs and as approved by the Edina City Council in accordance
with section 416.01. This appropriation is not available until an equal amount has been
committed to the project from nonstate sources. The city of Edina is authorized to accept
matching funds from public and private nonstate sources. Matching funds may include
any expenditures made by the city for development and construction of the All-Veterans
Memorial within the park.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $225,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
