  1.1                          A bill for an act
  1.2             relating to health; allowing all-payer insurers to 
  1.3             contract with integrated networks; amending Minnesota 
  1.4             Statutes 1994, section 62P.31. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1994, section 62P.31, is 
  1.7   amended to read: 
  1.8      62P.31 [LIMITATIONS ON ALL-PAYER OPTION.] 
  1.9      Beginning July 1, 1997, all-payer insurers shall not 
  1.10  directly employ or contract with health care providers, 
  1.11  establish a network of exclusive or preferred providers, or 
  1.12  negotiate provider payments that differ from the all-payer fee 
  1.13  schedule, but may contract with community integrated service 
  1.14  networks or integrated service networks for the provision or 
  1.15  management of health care services.  Preferred provider 
  1.16  organizations may continue to provide care to their existing 
  1.17  enrollees, without becoming licensed as an integrated service 
  1.18  network, through December 31, 1997.
