  1.1                          A bill for an act 
  1.2             relating to professions; extending expiration dates 
  1.3             for certain health-related advisory councils; amending 
  1.4             Minnesota Statutes 1996, section 214.32, subdivision 
  1.5             1; and Laws 1995, chapter 43, section 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 214.32, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [MANAGEMENT.] (a) A health professionals 
  1.10  services program committee is established, consisting of one 
  1.11  person appointed by each participating board, with each 
  1.12  participating board having one vote.  The committee shall 
  1.13  designate one board to provide administrative management of the 
  1.14  program, set the program budget and the pro rata share of 
  1.15  program expenses to be borne by each participating board, 
  1.16  provide guidance on the general operation of the program, 
  1.17  including hiring of program personnel, and ensure that the 
  1.18  program's direction is in accord with its authority.  No more 
  1.19  than half plus one of the members of the committee may be of one 
  1.20  gender.  
  1.21     (b) The designated board, upon recommendation of the health 
  1.22  professional services program committee, shall hire the program 
  1.23  manager and employees and pay expenses of the program from funds 
  1.24  appropriated for that purpose.  The designated board may apply 
  1.25  for grants to pay program expenses and may enter into contracts 
  2.1   on behalf of the program to carry out the purposes of the 
  2.2   program.  The participating boards shall enter into written 
  2.3   agreements with the designated board. 
  2.4      (c) An advisory committee is established to advise the 
  2.5   program committee consisting of: 
  2.6      (1) one member appointed by each of the following:  the 
  2.7   Minnesota Academy of Physician Assistants, the Minnesota Dental 
  2.8   Association, the Minnesota Chiropractic Association, the 
  2.9   Minnesota Licensed Practical Nurse Association, the Minnesota 
  2.10  Medical Association, the Minnesota Nurses Association, and the 
  2.11  Minnesota Podiatric Medicine Association; 
  2.12     (2) one member appointed by each of the professional 
  2.13  associations of the other professions regulated by a 
  2.14  participating board not specified in clause (1); and 
  2.15     (3) two public members, as defined by section 214.02.  
  2.16  Members of the advisory committee shall be appointed for two 
  2.17  years and members may be reappointed.  
  2.18     No more than half plus one of the members of the committee 
  2.19  may be of one gender. 
  2.20     The advisory committee expires June 30, 1997 1999. 
  2.21     Sec. 2.  Laws 1995, chapter 43, section 1, is amended to 
  2.22  read: 
  2.23     Section 1.  [REINSTATEMENT OF ADVISORY COUNCILS.] 
  2.24     Notwithstanding Laws 1993, chapter 286, section 1, and Laws 
  2.25  1993, chapter 337, section 1, the physical therapy council 
  2.26  established in Minnesota Statutes, section 148.67, and the 
  2.27  physician assistant advisory council and the respiratory care 
  2.28  practitioners' advisory council established under Minnesota 
  2.29  Statutes, section 214.13, subdivision 4, are reinstated and 
  2.30  expire June 30, 1999.  These groups are subject to the 
  2.31  expiration date in Minnesota Statutes, section 15.059, 
  2.32  subdivision 5 and the acupuncture advisory council established 
  2.33  by Minnesota Statutes, section 147B.05, are subject to review by 
  2.34  the 1999 legislature.
