  1.1                          A bill for an act 
  1.2             relating to constitutional officers; modifying the 
  1.3             time restriction for governor to sign or veto a bill; 
  1.4             amending Minnesota Statutes 2002, section 4.034. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2002, section 4.034, is 
  1.7   amended to read: 
  1.8      4.034 [ENROLLED BILLS.] 
  1.9      The governor shall not exercise his power under Minnesota 
  1.10  Constitution, article 4, section 23, to approve and sign or to 
  1.11  veto a bill until 24 hours after the time of the last action 
  1.12  required in the legislature to pass the bill. 
  1.13     When the governor signs an enrolled bill to finally enact 
  1.14  it into law as provided by the constitution, the governor shall 
  1.15  note on the enrolled bill the date and time of day of signing. 
  1.16  The governor shall then file the bill with the secretary of 
  1.17  state.  
  1.18     When the governor vetoes a bill, the governor shall file a 
  1.19  notice with the secretary of state indicating the chapter number 
  1.20  of the vetoed bill. 
  1.21     When the governor neither signs nor vetoes a bill and 
  1.22  legislative adjournment does not prevent its return, then the 
  1.23  governor shall file the bill with the secretary of state with a 
  1.24  notice that the governor is allowing the bill to become law 
  1.25  without the governor's signature.  If legislative adjournment 
  2.1   does prevent its return, then the governor shall file a notice 
  2.2   with the secretary of state indicating that the bill has been 
  2.3   pocket vetoed.  The notice must identify the enrolled bill by 
  2.4   chapter number.  The bill itself must be retained in the records 
  2.5   of the governor's office.
