  1.1                          A bill for an act
  1.2             relating to the military; establishing a program 
  1.3             providing compensation to national guard members for 
  1.4             honor guard services at funerals of veterans; 
  1.5             appropriating money; proposing coding for new law in 
  1.6             Minnesota Statutes, chapter 192. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [192.511] [HONOR GUARD COMPENSATION PROGRAM.] 
  1.9      Subdivision 1.  [ESTABLISHMENT AND ADMINISTRATION; 
  1.10  RULES.] A program is established to be administered by the 
  1.11  adjutant general to compensate members of the national guard for 
  1.12  honor guard services rendered at the funerals of veterans.  The 
  1.13  adjutant general shall adopt rules to implement the program. 
  1.14     Subd. 2.  [COMPENSATION.] The adjutant general may 
  1.15  compensate active and inactive members of the national guard for 
  1.16  services rendered under this section.  The compensation must be 
  1.17  based on the member's rate of military pay, within the 
  1.18  limitations of appropriations provided for this program by the 
  1.19  legislature.  Compensation is limited to pay for two hours of 
  1.20  service per member per funeral. 
  1.21     Subd. 3.  [QUALIFYING FUNERALS.] To qualify for 
  1.22  compensation under this section, the honor guard service must be 
  1.23  rendered at the funeral of a veteran, as defined in section 
  1.24  197.447, who: 
  1.25     (1) has been discharged from active military service under 
  1.26  conditions other than dishonorable; and 
  2.1      (2) is being buried in a public or private cemetery located 
  2.2   in Minnesota. 
  2.3      Sec. 2.  [APPROPRIATION.] 
  2.4      $....... is appropriated from the general fund to the 
  2.5   adjutant general for purposes of section 1, to be available 
  2.6   until June 30, 1997.
