A bill for an act
proposing an amendment to the Minnesota Constitution
by adding a section to article XIII; requiring a
one-year residency in the state before receiving
welfare or health care benefits.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution is proposed to
the people. If the amendment is adopted, a section shall be
added to article XIII, to read:

new text begin Sec. 13. A person must be a resident of Minnesota for 12
consecutive months prior to receiving welfare or health care
benefits.

Sec. 2. new text begin QUESTION.
new text end

new text begin The proposed amendment shall be submitted to the people at
the 2006 general election. The question submitted shall be:

new text begin "Shall the Minnesota Constitution be amended to require
that a person be a resident of Minnesota for 12 consecutive
months prior to receiving welfare or health care benefits?
