  1.1                          A bill for an act 
  1.2             relating to public expenditures; prohibiting the use 
  1.3             of public funds to pay for airline tickets for flights 
  1.4             landing or taking off during nighttime hours; 
  1.5             proposing coding for new law in Minnesota Statutes, 
  1.6             chapter 15. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [15.433] [LIMITS ON GOVERNMENT PURCHASE OF 
  1.9   AIRLINE TICKETS.] 
  1.10     Public funds must not be used to purchase, or reimburse 
  1.11  anyone for the purchase of, an airline ticket for a flight that 
  1.12  is scheduled to take off or land at an airport in the 
  1.13  metropolitan area, as defined in section 473.121, subdivision 2, 
  1.14  between the hours of 10 p.m. and 7 a.m., except in an 
  1.15  emergency.  This section applies to the executive, legislative, 
  1.16  and judicial branches of government, and to all political 
  1.17  subdivisions of the state.  The public entity purchasing the 
  1.18  ticket shall determine whether there is an "emergency" for the 
  1.19  purposes of this section.
