  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XIV, by adding a section; dedicating 75 
  1.4             percent of proceeds on transfer of motor vehicles for 
  1.5             highway and transit purposes. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.8      An amendment to the Minnesota Constitution, article XIV, is 
  1.9   proposed to the people.  If the amendment is adopted, a section 
  1.10  will be added to article XIV to read: 
  1.11     Sec. 12.  Beginning in fiscal year 2004, of the net 
  1.12  proceeds from any tax imposed by the state on the transfer of 
  1.13  title of new and used motor vehicles, not less than 50.5 percent 
  1.14  must be deposited in the highway user tax distribution fund, not 
  1.15  less than 7.5 percent must be deposited in the trunk highway 
  1.16  fund, and not less than 17 percent must be deposited in a fund 
  1.17  for operating assistance to public transit systems in the state. 
  1.18     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.19     The constitutional amendment proposed in section 1 must be 
  1.20  submitted to the people at the 2002 general election.  The 
  1.21  question submitted must be: 
  1.22     "Shall the Minnesota Constitution be amended to require 
  1.23  that at least 58 percent of net proceeds from a state tax on the 
  1.24  transfer of title of new and used motor vehicles must be 
  1.25  dedicated to highway purposes and at least 17 percent must be 
  2.1   dedicated to operating assistance to public transit systems? 
  2.2                                      Yes .......
