  1.1                          A bill for an act 
  1.2             relating to public officials; requiring certain 
  1.3             meetings of the governor with legislative leaders to 
  1.4             be open to the public; amending Minnesota Statutes 
  1.5             2002, section 13D.01, subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 13D.01, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [IN EXECUTIVE BRANCH, LOCAL GOVERNMENT.] 
  1.10  All meetings, including executive sessions, must be open to the 
  1.11  public 
  1.12     (a) of a state 
  1.13     (1) agency, 
  1.14     (2) board, 
  1.15     (3) commission, or 
  1.16     (4) department, 
  1.17  when required or permitted by law to transact public business in 
  1.18  a meeting; 
  1.19     (b) of the governing body of a 
  1.20     (1) school district however organized, 
  1.21     (2) unorganized territory, 
  1.22     (3) county, 
  1.23     (4) statutory or home rule charter city, 
  1.24     (5) town, or 
  1.25     (6) other public body; 
  2.1      (c) of any 
  2.2      (1) committee, 
  2.3      (2) subcommittee, 
  2.4      (3) board, 
  2.5      (4) department, or 
  2.6      (5) commission, 
  2.7   of a public body; and 
  2.8      (d) of the governing body or a committee of: 
  2.9      (1) a statewide public pension plan defined in section 
  2.10  356A.01, subdivision 24; or 
  2.11     (2) a local public pension plan governed by section 69.77, 
  2.12  sections 69.771 to 69.775, or chapter 354A, 422A, or 423B. 
  2.13     A meeting of the governor, the speaker of the house, and 
  2.14  the majority leader of the senate to discuss public business 
  2.15  need not be open to the public, but a meeting of those officials 
  2.16  plus anyone else must be open to the public.  Any meeting that 
  2.17  includes the speaker of the house, the majority leader of the 
  2.18  senate, and either the chief of staff of the governor or the 
  2.19  commissioner of finance must be open to the public. 
  2.20     Sec. 2.  [EFFECTIVE DATE.] 
  2.21     This act is effective the day following final enactment.
