A bill for an act
relating to state government; requiring the commissioner of management and
budget to study the economic impact of tariffs on Minnesota households and
businesses.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The commissioner of management and budget must study the economic impact of
tariffs on Minnesota households and businesses. The study must:

(1) examine tariffs imposed by the United States government and any retaliatory tariffs
imposed by other countries;

(2) analyze the impact of economic uncertainty caused by frequent tariff changes; and

new text begin
(3) quantify economic impacts for households by income level and for businesses by
sector and size including but not limited to agriculture, manufacturing, and small businesses.

(b) By February 1, 2026, the commissioner must submit a report that includes a plan to
reduce tariff impacts on Minnesota households and businesses to the chairs and ranking
minority members of the legislative committees with jurisdiction over state government
finance, the Committee on Ways and Means in the house, and the Committee on Finance
in the senate. The commissioner must bear any costs incurred under this section within the
amounts appropriated to the commissioner under Laws 2025, chapter 39, article 1, section
13.
