  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             by adding a section to article XIV; dedicating not 
  1.4             less than 32 percent of revenue from the sales tax on 
  1.5             motor vehicles to the highway user tax distribution 
  1.6             fund. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.9      An amendment to the Minnesota Constitution, article XIV, is 
  1.10  proposed to the people.  If the amendment is adopted, a section 
  1.11  is added to article XIV, to read: 
  1.12     Sec. 12.  At least 32 percent of the net proceeds from any 
  1.13  tax on the sale of new and used motor vehicles must be deposited 
  1.14  in the highway user tax distribution fund. 
  1.15     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.16     The proposed amendment must be submitted to the people at 
  1.17  the 2002 general election.  The question submitted must be: 
  1.18     "Shall the Minnesota Constitution be amended to require 
  1.19  that at least 32 percent of revenue from the sales tax on motor 
  1.20  vehicles be deposited in the highway user tax distribution fund? 
  1.21                                     Yes .......
  1.22                                     No ........"
