relating to transportation; establishing a job opportunity partnerships working
group.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Working group establishment and duties. new text end

new text begin A job opportunity
partnerships working group is established to develop public-private partnerships
that provide quick, convenient, and user-friendly public, private, and public-private
transportation service between (1) geographic areas with low average income and
employment rates; and (2) job centers within the metropolitan area, as defined in
Minnesota Statutes, section 473.121, subdivision 2. The working group shall identify,
evaluate, and make recommendations for implementing public-private partnerships and
transportation service.

new text begin The working group consists of the following members:

new text begin (1) one state representative, appointed by the speaker of the house;
new text end

new text begin (2) one state senator, appointed by the senate Subcommittee on Committees of the
Committee on Rules and Administration;
new text end

new text begin (3) the chair of the Metropolitan Council;
new text end

new text begin (4) one member of the Metropolitan Council, appointed by the council;
new text end

new text begin (5) the commissioner of transportation, or the commissioner's designee;
new text end

new text begin (6) one elected official from each city of the first class, appointed by the respective
city council;
new text end

new text begin (7) one elected official from each county in the metropolitan area, appointed by the
respective county board;
new text end

new text begin (8) one elected official from a city participating in the replacement service
program under Minnesota Statutes, section 473.388, appointed by the Suburban Transit
Association; and
new text end

new text begin (9) four business representatives located in areas having a high concentration of
employment opportunities outside of cities of the first class, of which two must be appointed
by the speaker of the house, and two must be appointed by the majority leader of the senate.

new text begin Administrative provisions. new text end

new text begin (a) The chair of the Metropolitan Council
shall convene the initial meeting of the working group no later than September 1, 2015.
The members of the working group shall elect a chair or cochairs from the members of
the working group at the initial meeting.

new text begin (b) Upon request of the working group, the Metropolitan Council shall provide
meeting space and administrative services.
new text end

new text begin (c) Public members of the working group serve without compensation or payment of
expenses.
new text end

new text begin (d) The working group may accept gifts and grants, which are accepted on behalf of
the state and constitute donations to the state. Funds received under this paragraph are
appropriated to the Metropolitan Council for purposes of the working group.

new text begin By February 15, 2016, the working group shall submit
a report to the chairs and ranking minority members of the legislative committees with
jurisdiction over transportation policy and finance concerning the activities of the group.
