Relating to state government; reducing certain state government appropriations
to the legislature, legislative coordinating commission (LCC), governor, state
auditor, attorney general, secretary of state, office of enterprise technology,
commissioner of administration for state facilities services, state and
community services and administrative management services, the commissioner of
finance for state financial management and information and management services,
commissioner of employee relations (DOER), commissioner of revenue for the tax
system management program and amateur sports commission; requiring the
commissioner of finance to reduce the budget reserve account by a certain
amount; requiring the legislature to cancel certain balances carried forward;
appropriating money from the budget reserve to the commissioner of finance for
the budget reserve escrow account as a guarantee by the state for private money
to be raised to pay the host committee share of expenses for the 2008 republican
national convention; requiring the commissioner of administration to designate
veteran owned businesses as targeted group businesses; repealing certain
appropriations to the amateur sports commission
