A bill for an act
relating to education finance; requiring a facilities finance plan to be included
in fiscal year 2016-2017 budget recommendations; providing onetime school
facilities improvement revenue; establishing a base for the new facilities finance
plan; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Revenue proposal. new text end

new text begin The governor shall include as part of the budget
submission under Minnesota Statutes, section 16A.11, for fiscal years 2016 and 2017, a
recommendation to implement the proposals of the school facilities financing working
group. The entitlement for the aid portion of this recommendation must equal $25,000,000
for fiscal year 2016 and $25,000,000 for fiscal year 2017.

new text begin Fiscal year 2015 aid. new text end

new text begin For fiscal year 2015 only, the school facilities
improvement aid for a district that does not qualify for alternative facilities bonding
under Minnesota Statutes, section 123B.59, is equal to $....... times the adjusted pupil
units for the school year. Aid received under this subdivision must be used for deferred
maintenance, to make accessibility improvements, or to make fire, safety, or health repairs.
The aid under this subdivision shall be paid at the current year aid payment percentage
under Minnesota Statutes, section 127A.45, subdivision 2, and under the payment
schedule in Minnesota Statutes, section 127A.45, subdivision 3. For aid under this
subdivision, the final adjustment payment in fiscal year 2016 must include the amounts
necessary to pay the full aid entitlement for the prior year based on actual data.

effective for revenue for fiscal years 2015 and 2016.
