3E Modifying and expanding certain provisions relating to the treatment of
genetic information held by government entities and other persons for testing
infants for heritable and congenital disorders; requiring and specifying
information to be given to parents and guardians prior to newborn tissue sample
collection; requiring a newborn screening report to the legislature by the
department of health by a certain date
