ARTICLE 1 - OUTDOOR HERITAGE
FUND

Appropriating money for outdoor heritage purposes; appropriating money
for prairie projects including Minnesota buffers for wildlife and water - phase
II, the Minnesota prairie recovery project - phase III, Cannon River headwaters
habitat complex - phase II, wildlife management area acquisition, northern
tallgrass prairie national wildlife refuge land acquisition - phase IV,
accelerating the wildlife management area program - phase IV, the green corridor
legacy program - phase IV, accelerated prairie restoration and enhancement on
department of natural resources (DNR) lands - phase IV, Anoka sand plain
habitat restoration and enhancement - phase II, and enhanced public grasslands;
appropriating money for forest projects including protecting Mississippi River
corridor habitat ACUB partnership - phase II, the Mississippi Northwoods habitat
complex protection, northeastern Minnesota sharp-tailed grouse habitat
partnership - phase III, key forest habitat lands protection in Cass county -
phase III, the Minnesota moose habitat collaborative, and protecting critical
Minnesota headwaters habitat on LaSalle Lake; appropriating money for wetland
projects including the reinvest in Minnesota wetlands reserve program
partnership - phase IV, accelerating the waterfowl production area program -
phase IV, the Columbus Lake conservation area, the living shallow lakes and
wetlands initiative - phase II, the accelerated shallow lakes and wetlands
enhancement - phase IV, and Marsh Lake enhancement; appropriating money for
habitat projects including DNR aquatic habitat - phase IV, metro big rivers
habitat - phase III, Dakota county riparian and lakeshore protection and
management - phase III, lower St. Louis River habitat restoration, coldwater
fish habitat enhancement Phase IV, Grand Marais Creek outlet restoration, Knife
River habitat restoration, aquatic habitat protection from Asian carp, and
outdoor heritage conservation partners grant program - phase IV; appropriating
money for administration procedures including contract management and a
technical evaluation panel to conduct restoration evaluations, specifying the
availability of the appropriations, payment conditions and capital equipment
expenditures; requiring certain periodic accomplishment reports; specifying
project requirements, recycled and recyclable materials purchase requirements,
land acquisition restrictions, real property interest report requirements,
easement monitoring and enforcement requirements, successor organization
requirements relating to the outdoor heritage fund, and providing fee title
acquisition open season regulations; applying legacy funding
requirements

ARTICLE 2 - CLEAN WATER FUND

Authorizing the pollution
control agency (PCA) to reimburse clean water council legislative members for
expenses; modifying certain ethanol plant conditions for the wastewater capital
grant program; increasing a certain prior appropriation to the board of water
and soil resources (BWSR) for pollution and restoration grants, targeted local
resource protection and
enhancement grants, specifying certain oversight and
accountability provisions relating to program implementation by local
governments including the development of an electronic tracking system;
modifying appropriations and certain provisions relating to the conservation
drainage program and wellhead protection; appropriating money to the board of
regents of the University of Minnesota to develop and implement an aquatic
invasive species cooperative research center; applying legacy funding
requirements

ARTICLE 3 - PARKS AND TRAILS FUND

Modifying certain grant
amount provisions under the parks and trails grant program, specifying
additional consideration to applicants providing a nonstate cash match;
modifying certain metropolitan council prior appropriation availability
provisions

ARTICLE 4 - ENVIRONMENT AND NATURAL RESOURCES TRUST
FUND

Modifying certain prior appropriations for land, habitat and recreation
relating to LaSalle Lake state recreation area acquisition, emerging issues
including aquatic invasive species programs; appropriating money to the board of
regents of the University of Minnesota for an aquatic invasive species
cooperative research center

ARTICLE 5 - ARTS AND CULTURAL HERITAGE
FUND

Modifying the grant agreements validity requirements; allowing
encumbrances for nongovernmental pharmaceutical contracting alliance grants to
be certified for an extended period; transferring film production jobs program
administrative oversight and control from the Explore Minnesota Tourism director
to the commissioner of administration; modifying certain prior appropriations
for the Minnesota historical society for statewide historic and cultural grants,
programs, history partnerships and appropriating money for sesquicentennial
commemoration activities; appropriating money to the commissioner of
administration for commemoration programming grants to public broadcasting
organizations and for a grant to the Minnesota film and TV board for a new
competitive; appropriating money to the revisor of statutes for the development
of a historical rulemaking Web site; applying legacy funding
requirements

Specifying certain project information
withholding requirements for an individual minor on the constitutionally
dedicated funds accountability Web site maintained by the legislative
coordinating commission (LCC)
