Relating to energy; promoting the use of hydrogen as energy resource using an
innovative commercial demonstration of integrated biorefinery system for
production of liquid transportation biofuels, biobased chemicals and substitutes
for petroleum based feedstock and products causing a reduction of emissions of
greenhouse gases; specifying certain project goals for fostering transition away
from fossil fuels; specifying certain project eligibility requirements for
selection purposes by the commissioner of commerce; requiring the rural finance
authority (RFA) to partner with lenders to provide a certain percentage local
guarantee for renewable energy project loans using biomass or wind, or both, as
feedstock to produce biofuels, heating fuels and chemicals, limit; appropriating
money for capitalization to eligible biofuel producers
