(MA) payment rate plus certain adjustments, increasing the allowable private pay
rate in stages; authorizing the charging of separate rates for special services
after expiration of the separate private pay rates, requiring the availability
of special services to all residents; requiring acceptance of medical assistance
(MA) payments as payment in full for continued stay; modifying and clarifying
certain discrimination prohibitions
