ARTICLE 1 - PERMITTING

Modifying department of
natural resources (DNR) and pollution control agency (PCA) permitting
efficiency; modifying requirements for water supply plans, defining demand
reduction measures; modifying manure digester permit requirements for certain
feedlots, permit duration; modifying PCA permitting goals and reporting
requirements, defining permit professional, specifying permit application and
draft permit requirements, permitting construction to begin before construction
permit issue; requiring the commissioner of employment and economic development
to coordinate the implementation and administration of state permits "Minnesota
Business First Stop"

ARTICLE 2 - ENVIRONMENTAL REVIEW

Modifying
environmental review requirements for cellulosic biofuel facilities; modifying
environmental impact statement project preparation requirements; requiring the
environmental quality board, pollution control agency (PCA), department of
natural resources (DNR), and the department of transportation (DOT) to make a
review of environmental assessments worksheets and impact statements,
legislative report requirement; requiring the PCA and the commissioner of
natural resources to conduct a pilot program for alternative form of
environmental review, requiring report to the environmental quality
board
