ACCOUNTABILITY AND SCHOLARSHIPS
Requiring parents residing in a parent aware
plus region to choose a rated child care provider for pre-school age children;
establishing a provider rate differential for parent aware rated four-star
programs; defining terms; requiring department of human services request for
proposal development for organizations; requiring parent aware to use quality
ratings; providing a selection process for parent aware regions; providing early
childhood education scholarships; providing a single scholarship program funding
access to high-quality early learning and care programs for low-income children;
requiring the commissioner of human services to direct certain amounts of
funding from federal funds to implement parent aware and designating certain
amounts to assist eligible programs to participate in parent aware; requiring
waiver process development; appropriating money to the department of human
services for early childhood education scholarships

CREDITS
Establishing an individual income tax early childhood train and
retain credit, specifying credits allowed and appropriating money to pay for the
tax credit; establishing an individual or corporate income tax early childhood
education access to quality tax credit and establishing an income tax early
childhood education quality improvement credit, specifying credits allowed and
responsibilities of various parties
