           An act relating to education; permitting the state 
          board of technical colleges to develop education 
          materials for people who provide services to people 
          with developmental disabilities; creating an advisory 
          task force; requiring a report. 
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
    Section 1.  [EDUCATION MATERIALS FOR DIRECT CARE STAFF.] 
    Subdivision 1.  [FINDINGS.] In order to provide quality 
services to persons with developmental disabilities, the 
legislature finds it necessary to ensure that all persons who 
provide the services receive appropriate education.  The 
education must promote the dignity of persons being served and 
contain outcome-based criteria. 
    Subd. 2.  [EDUCATION MATERIALS.] The state board of 
technical colleges may contract with state or private entities 
to develop education materials for individuals and families who 
provide services to persons with developmental disabilities.  To 
assist in the development of appropriate education materials, 
the chancellor of the technical college system shall appoint a 
15-member task force.  Six members of the task force shall 
represent consumers, parents, and advocacy organizations.  Five 
members of the task force shall represent state employee unions, 
organizations, and individuals who provide direct services to 
persons with developmental disabilities.  Four members of the 
task force shall represent post-secondary education and 
concerned citizens of the state. 
    Subd. 3.  [COORDINATION WITH STATE AGENCIES.] The technical 
college system shall coordinate the development of education 
materials with the departments of human services, health, 
education, and jobs and training.  Each of these state agencies 
shall designate staff to support the development of education 
materials. 
     Subd. 4.  [REPORT.] The task force shall report to the 
state board, other appropriate state agencies, and the 
legislature on changes needed in preservice and continuing 
education programs for persons who provide services to people 
with developmental disabilities.
