                        CHAPTER 433-H.F.No. 2405 
           An act relating to the city of Minneapolis; changing 
          the time of election of certain board members; 
          extending certain terms. 
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
    Section 1.  [EFFECT ON CHARTER, OTHER LAW.] 
    Sections 2, 3, and 4 supersede conflicting provisions of 
the charter of the city of Minneapolis and other law.  
    Sec. 2.  [BOARD OF ESTIMATE AND TAXATION.] 
    The term of the elected member of the board of estimate and 
taxation of the city of Minneapolis, whose term would have been 
filled at a 1987 municipal election, is extended to the first 
business day in January 1990.  At the general municipal election 
in 1989, and every four years thereafter, the voters of the city 
of Minneapolis shall elect two members of the board, each for a 
term of four years. 
    Sec. 3.  [PARK AND RECREATION BOARD.] 
    The terms of the commissioners of the park and recreation 
board of the city of Minneapolis, whose terms would have been 
filled at a 1987 municipal election, are extended to the first 
business day in January 1990.  At the general municipal election 
in 1989, and every four years thereafter the voters of the city 
shall elect nine commissioners, three at large and six from the 
park and recreation districts as provided for in the Minneapolis 
city charter. 
    Sec. 4.  [LIBRARY BOARD.] 
    The terms of the elected members of the library board of 
the city of Minneapolis, whose terms would have been filled at a 
1987 municipal election, are extended to the first business day 
in January 1990.  Those whose terms were filled during the 1985 
municipal election are extended to the first business day in 
1994.  At the general municipal election in 1993 and every four 
years thereafter, the electors of the city of Minneapolis shall 
elect six members of the board, each for a term of four years. 
    Sec. 5.  [EFFECTIVE DATE.] 
    This act is effective after compliance with Minnesota 
Statutes, section 645.021, subdivision 3, by the board of 
estimate and taxation of the city of Minneapolis, the park and 
recreation board of the city of Minneapolis, and the library 
board of the city of Minneapolis.
