bond proceeds in Laws 2002, chapter 393, article 11, section 5, subdivision 6, and Laws
2005, chapter 20, article 1, section 7, subdivision 24, to the commissioner of natural
resources, the parcels described in subdivision 2 may be conveyed for no consideration to
the city of Two Harbors for outdoor recreation facilities. The commissioner may convey
the parcels described in subdivision 2 subject to the state's reservation of an access easement
