A bill for an act
relating to human services; providing for a payment to Lifeworks Services, Inc.,
for a disability inclusion pilot project; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; DISABILITY INCLUSION PILOT PROJECT.

new text begin $3,000,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of human services for a payment to Lifeworks Services, Inc., for a statewide disability
inclusion pilot project. The pilot project must endeavor to educate people with disabilities
to increase their knowledge of resources and encourage advocacy for full and equal access
and opportunities in all aspects of life; train parents, guardians, and families to understand
the disability service system and see beyond preconceived barriers; persuade employers to
diversify their workforces by hiring people with disabilities; build capacity and support for
culturally specific services led by entrepreneurs and business owners from rural communities
and who are immigrants, Black, Indigenous, and people of color; and launch a statewide
disability inclusion assessment program for businesses and community spaces so people
with disabilities know that they will be welcomed, that physical spaces will be accessible,
and that interactions will be free from discrimination. This is a onetime appropriation.
