relating to economic development; appropriating money to the targeted community
capital project grant program.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

APPROPRIATIONS.

new text begin (a) $....... in fiscal year 2025 is appropriated from the general fund to the commissioner
of employment and economic development for the targeted community capital project grant
program under Minnesota Statutes, section 116J.9924.

new text begin (b) Notwithstanding Minnesota Statutes, section 116J.9924, subdivision 4, of the amount
in paragraph (a), $2,350,000 is for a grant to TaikoArts Midwest, a 501(c)(3) nonprofit
organization, to construct, renovate, equip, furnish, and repay debt previously incurred for
the property located at 449 Front Avenue in the city of St. Paul to provide a home for
TaikoArts Midwest and a multipurpose community event space. This appropriation is
available until the project is completed or abandoned, subject to Minnesota Statutes, section
16A.642. Of this amount, $350,000 is for operational funds to increase staffing in order to
effectively activate the space, support programming and community outreach, and maintain
the new facility.
