A bill for an act
relating to education; establishing a working group on special education licensure
reciprocity; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The Professional Educator Licensing and
Standards Board must establish a working group on special education licensure reciprocity.

new text begin (a) The board must consult with the organizations identified in
paragraph (b) before naming appointed members to the working group.

new text begin (b) By October 1, 2024, the board must appoint the following members to the working
group:

new text begin (1) the executive director of the board or the executive director's designee;
new text end

new text begin (2) one representative from the board;
new text end

new text begin (3) two representatives from the Minnesota Administrators for Special Education,
consisting of one member from the seven-county metropolitan area and one member from
outside the metropolitan area;

new text begin (4) two representatives from the Minnesota Association of School Administrators,
consisting of one member from the seven-county metropolitan area and one member from
outside the metropolitan area;

new text begin (5) two representatives from the Minnesota School Boards Association, consisting of
one member from the seven-county metropolitan area and one member from outside the
metropolitan area;

new text begin (6) two representatives from Education Minnesota, consisting of one member from the
seven-county metropolitan area and one member from outside the metropolitan area;

new text begin (7) two licensed special education teachers, consisting of one member from the
seven-county metropolitan area and one member from outside the metropolitan area;

new text begin (8) two representatives from the Minnesota Association of Colleges for Teacher
Education; and

new text begin (9) two representatives from alternative teacher preparation programs.

new text begin Duties. new text end

new text begin The working group must meet on a regular basis and review current
statutory and rule requirements for persons with a special education license from another
state to qualify for a special education license in Minnesota, and make recommendations
on statutory or rule changes necessary to streamline requirements for out-of-state applicants.
The working group must submit its recommendations to the board for consideration for
inclusion in the board's legislative priorities, and by February 1, 2025, must submit a report
to the legislative committees with jurisdiction over kindergarten through grade 12 education.

new text begin (a) The executive director of the board, or the
director's designee, must convene the initial meeting of the working group. Upon request
of the working group, the board must provide meeting space and administrative services
for the group.

new text begin (b) Members of the working group serve without compensation or payment of expenses.
new text end

new text begin (c) The working group expires February 1, 2025, or upon submission of the report to
the legislature required under subdivision 3, whichever is earlier.
