A bill for an act
relating to human services; directing the commissioner of human services to
implement a Supplemental Nutrition Assistance Program restaurant meals program;
proposing coding for new law in Minnesota Statutes, chapter 256D.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

RESTAURANT MEALS PROGRAM.

new text begin The commissioner of human services shall implement a Supplemental Nutrition
Assistance Program (SNAP) restaurant meals program to allow eligible SNAP recipients
to buy prepared meals at approved electronic benefits transfer (EBT) vendors. The
commissioner shall ensure that the program meets the requirements of the United States
Department of Agriculture.

new text begin This section is effective upon approval by the United States
Department of Agriculture of an application for the SNAP restaurant meals program
submitted by the commissioner. The commissioner shall inform the revisor of statutes when
approval has been received.

Sec. 2. new text begin TRANSFER TO THE DEPARTMENT OF CHILDREN, YOUTH, AND
FAMILIES.

new text begin The responsibilities and authorities under Minnesota Statutes, section 256D.66, shall
transfer to the Department of Children, Youth, and Families once it is operational. The
revisor of statutes shall renumber Minnesota Statutes, section 256D.66, with other SNAP
responsibilities if legislation is enacted during the 2024 legislative session recodifying the
statutes governing SNAP.
