A bill for an act
relating to economic development; appropriating money to the Rosemount Port
Authority for Expo 2031.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $10,000,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to the Rosemount Port Authority to
provide funding for the Expo 2031 host organization, the World's Fair Bid Committee
Educational Fund. The Rosemount Port Authority must enter into an agreement with the
host organization over the use of the money, which may be used to staff the host organization
as well as for necessary registration fees, infrastructure design and planning, financial
modeling, and development planning and coordination of both real estate and public-private
partnerships. This is a onetime appropriation and is contingent on approval of the project
by the International Association of Horticultural Producers.
