A bill for an act
relating to capital investment; appropriating money for improvement of marked
Trunk Highway 100 in the city of St. Louis Park; authorizing the sale and issuance
of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $5,500,000 is appropriated from the bond proceeds
account in the state transportation fund as provided in Minnesota Statutes, section 174.50,
to the commissioner of transportation for a grant to the city of St. Louis Park to acquire
property or interests in property, predesign, design, construct, and equip improvements to
marked Trunk Highway 100 in the city as follows: the service drive between Westside Drive
and the southbound ramp; Westside Drive loop connecting west service drive to the east
service drive; and the east service drive between Old Cedar Lake Road and Barry Street.
This appropriation includes money for area trail and sidewalk connections; bridge
modifications; replacement or repair of water, sewer, and storm sewer facilities; and other
improvements or upgrades related to street reconstruction work including streetlights,
signals, and replacement or repair of pavement, curb, and gutter.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $5,500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
