A bill for an act
relating to education; establishing an open-door requirement; proposing coding
for new law in Minnesota Statutes, chapter 121A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [121A.13] OPEN-DOOR REQUIREMENT.

new text begin A school district or charter school must prohibit a teacher, administrator, independent
contractor, adult volunteer, school resource officer, or other school personnel from being
alone in a room with an individual student with the door shut, except in case of an emergency.
An adult may be in a room with an individual student if another adult is in the room, the
door to the room remains open, or there is a window with a clear line of sight into the room.
Student support services personnel, as defined in section 124D.901, subdivision 1, are
excluded from the open-door requirement.
