A bill for an act
relating to capital investment; appropriating money to enhance the resource recovery
and carbon capture systems in Olmsted County; authorizing the sale and issuance
of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $17,393,000 is appropriated from the bond proceeds
fund to the commissioner of the Pollution Control Agency for a grant to Olmsted County
to design, construct, and equip a community reuse and recycling facility on the existing
resource recovery campus and a food waste separation system to prepare food waste for
anaerobic digestion processing at the materials recovery facility. This appropriation also
includes money for: predesign, engineering, and environmental analysis for a carbon capture,
utilization, and storage system associated with processing solid waste at the Olmsted County
waste-to-energy facility; and the predesign and design of a business incubator for purposes
of creating a technical training platform related to carbon sequestration at the Olmsted
County waste-to-energy facility.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $17,393,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
