A bill for an act
relating to capital investment; appropriating money for improvements for a
wastewater industrial pretreatment facility and an associated resource recovery
and reuse project in the city of Litchfield.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; WASTEWATER INDUSTRIAL PRETREATMENT
FACILITY; RESOURCE RECOVERY AND REUSE PROJECT.

new text begin (a) $20,000,000 in fiscal year 2025 is appropriated from the general fund to the Public
Facilities Authority for a grant to First District Association, a dairy cooperative located in
the city of Litchfield, for the purposes described in this section. This appropriation is onetime
and is available until the projects are completed or abandoned, subject to Minnesota Statutes,
section 16A.642.

and furnish a wastewater industrial pretreatment facility in the city of Litchfield. This
appropriation is in addition to the appropriation under Laws 2023, chapter 71, article 1,
section 15, subdivision 7, and is for the same purpose.

and furnish a resource recovery and reuse facility in the city of Litchfield to reduce the
organic load and suspended solids load delivered from First District Association's cheese
plant to the city of Litchfield's municipal wastewater treatment plant.
